From April 25th to 27th, the academic annual conference with the theme of " Strengthening the Rule of Law in Foreign Affairs and Promoting Chinese Modernization: The Status and Role of International Law — The 2025 Academic Annual Conference of the Chinese Society of International Law and the International Law Symposium Commemorating the 80th Anniversary of the Victory of the World Anti-Fascist War and the Founding of the United Nations " was held in Dalian. This national academic conference was sponsored by the Chinese Society of International Law and Dalian Maritime University. More than 1,000 representatives from the Ministry of Foreign Affairs, the Ministry of Commerce, the Supreme People's Court and the Ministry of Justice, as well as universities and research organizations across China participated in the conference.
Professor Xu Minqiang, Headmaster of Dalian Maritime University, delivered a welcome speech. Hua Chunying, Vice Minister of the Ministry of Foreign Affairs, Wang Shumei, Deputy Ministerial-Level Full-time Member of the Judicial Committee of the Supreme People's Court, Huang Yi, Director of the Political Department of the Ministry of Justice, and Professor Huang Jin, President of the Chinese Society of International Law, respectively delivered opening speeches. Ma Xinmin, Director of the Department of Treaty and Law of the Ministry of Foreign Affairs, and Yu Ning, Deputy Director of the Department of Treaty and Law of the Ministry of Commerce, respectively delivered special reports.

Professor Yuan Xue, Professor Liu Jiu, Associate Professor Zhao Rong, Associate Professor Wang Han, and Associate Professor Wang Yunhan from Department of Law of Harbin Engineering University led a group of students including Liu Yuechen, Zhang Yuxin, Chen Huanhuan, Wang Fengyu, Chen Siyan, Zhang Ruige, and Zhang Zhengyi to participate in this International Law Annual Conference.
On the afternoon of the 26th, Professor Yuan Xue delivered a speech on the theme of "Collaborative Governance of Emission Reduction in International Maritime Shipping: Challenges, Mechanism Improvement and China's Response". And on the morning of the 27th, she presided over the International Law Youth Forum, which inspired the collision of academic thoughts and received a warm response.

On the evening of the 26th, Associate Professor Wang Yunhan delivered a speech on the theme of "The Dilemma of the Exercise of the Right of Self-Defense under Cyber Attacks and China's Response" at the fourth seminar on the sidelines of the annual conference theme, and had close exchanges with the scholars present.
On the morning of the 27th, Professor Liu Jiu delivered a speech titled "The Export Control of the United States on China's Civil Nuclear Industry: Characteristics, Influences and China's Countermeasures". Her speech aroused the thinking and discussion of the scholars present.

At this academic annual conference, the faculty and students of Department of Law of Harbin Engineering University actively engaged in academic exchanges, presenting incisive and constructive perspectives in the cutting-edge domains of international law research. Their active participation and insightful contributions have vividly showcased the university's remarkable research accomplishments and profound academic proficiency in the field of international law. Moreover, these efforts have significantly provided intellectual impetus for the theoretical refinement and practical advancement of China's foreign-related rule of law construction
